The status of poker in Russia

Russian law classifies poker as a gambling game. In most territories, it is banned.

Organizers of a poker tournament or a cash game face administrative and criminal liability. In a worst-case scenario, you can end up in prison for two years. Poker is only legal in gambling zones. As of March 2026, the following operate in Russia:

• "Krasnaya Polyana" in Sochi;

• "Yantarnaya" in the Kaliningrad Region;

• "Primorye" in the Primorsky Krai;

• "Sibirskaya Moneta" in the Altai Krai.

Gambling in Russia was not always outside the law. Casinos were banned in July 2009. Poker fans hoped to the very end that the card game would take a separate position and not end up on the list of gambling games. In 2006, Dmitriy Lesnoy registered the Federation of Sports Poker. A year later, the card game was recognized as an intellectual sport. The Federation popularized the game through the Russian Poker Tour festivals. However, no exception was made for poker, and it shared the fate of roulette, blackjack and other gambling entertainments.

Since 2025, poker clubs with non-money play have been opening in Russia. The organizer charges a fee for renting equipment and premises, but the tournaments are played for play money chips. Champions are awarded symbolic prizes, medals and cups. Examples of such venues are Pride Poker Club in Moscow and Joker Club Spb in Saint Petersburg.

Russia's gambling zones: where poker is legal

Russia's first gambling zone was "Azov-City". It opened in 2010 with the launch of the "Orakul" casino. In October of the same year, a second casino — "Shambala" — began operating. Five years later, the decision was made to liquidate "Azov-City". The reason was changes in regional and federal legislation. As a result, the gambling zone operated until 2019. It was replaced by "Krasnaya Polyana" in Sochi.

Krasnaya Polyana

The history of Russia's leading gambling zone began on January 5, 2017. That was when the first venue — "Casino Sochi" — was launched on the territory of Krasnaya Polyana. Later it was joined by the "Boomerang" casino and the "Bonus Slots" slot machine hall.

The casino territory offers both tournament poker and cash. The gambling zone has hosted a huge number of popular festivals. Sochi hosted stops of: World Poker Tour, European Poker Tour, WSOP Circuit, Sochi Poker Festival. The largest series was organized in 2020. As part of MILLIONS Super High Roller Sochi, 10 tournaments were held. The centerpiece event was the Super High Roller with a buy-in of $250,000 and a prize pool of $10,000,000. The trophy and $3,600,000 were claimed by Timothy Adams.

"Krasnaya Polyana" secured its leading position thanks to two factors: infrastructure and geographic location. Sochi hosted the Winter Olympics in 2014, so the city built new hotels, renovated the airport, and put the roads in order. The systematic development of the territory was also stimulated by the 2018 FIFA World Cup. A big role in the success of "Krasnaya Polyana" belongs to its unique nature. The combination of the Black Sea and the mountains makes Sochi an attractive vacation spot. Part of the tourist flow ends up in the casinos.

Yantarnaya

A gambling zone in the Kaliningrad Region. The first venue in "Yantarnaya" opened in April 2016. It was the "Magic Crystal" slot machine hall. In February 2017, the "SOBRANIE" casino was launched. In 2022, the "Shambala Kaliningrad" slots halls opened in the gambling zone. Both tournaments and cash are played in "Yantarnaya". The zone's signature event is the Amber Poker Championship series. The record festival was held in 2023. At that time, the series' prize pool exceeded 60,000,000 rubles. In 2026, SOBRANIE will hold 7 APC tournament series.

"Yantarnaya" attracts fewer tourists than "Krasnaya Polyana". The gambling zone was built 28 km from Kaliningrad, but it cannot boast of developed infrastructure. Concerts by Larisa Dolina and Soso Pavliashvili are a mediocre alternative to a ski resort and a warm sea. The absence of a hotel at the casino also works against "Yantarnaya". Primorye

The gambling zone has been operating since 2015. It is geographically located in Muravyinaya Bay. The nearest major city is Vladivostok. The first casino in "Primorye" was "Tigre de Cristal" in October 2015. Five years later, a second gambling venue — "Shambala" — was launched. In 2022, construction began on a third facility — the "Naga Vladivostok" casino. It was planned to open in 2028, but the project was frozen. In September 2025, a Chinese investment company signed an agreement to build yet another casino. The project is estimated at 16 billion rubles.

"Tigre de Cristal" regularly hosts stops of the Russian Poker Cup. The series' prize pool is usually 10,000,000-15,000,000 rubles. Their neighbor and competitor periodically organizes the "Shambala Poker Series". The latest festival awarded 19,000,000 rubles. International series do not stop by "Primorye". 

"Tigre de Cristal" is not only a casino but also one of the best hotels in Russia. The complex's cultural program helps you take a break from playing. Other festivals also stop by Altai: the Russian Poker Cup and the Eurasian Poker Tour. During the series, cash is also actively played at the poker club.

Altai Palace is the heart of "Sibirskaya Moneta"

The chance to play poker is not the only advantage of the Altai gambling zone. People also come to "Altai Palace" for quality recreation. Poker in neighboring countries: where you can relax and play

Four gambling zones do not cover the demand for gambling entertainment in Russia. Only "Krasnaya Polyana" is considered fully successful. The casinos in the other territories can hardly be called thriving. The potential of "Yantarnaya", "Primorye" and "Sibirskaya Moneta" is limited by their geographic location and modest tourist flow. In the coming years, the country plans to launch two more gambling zones: "Zolotoy Bereg" in Crimea and, so far unnamed, one in the Altai Republic.

For many players from Russia, it is easier to travel to a casino in a neighboring country. Let's look at the poker situation in: Belarus, Georgia and Armenia.

Belarus. Gambling has legal status in the country. Major casinos and poker clubs operate in: Minsk, Brest, Mogilev and other Belarusian cities. The country regularly hosts stops of significant tournament series: Russian Poker Tour, Belarus Poker Tour. For example, in February 2026, Russian Poker Tour Prime planned to award over $1,000,000.

Georgia. Gambling received legal status in the country more than 20 years ago. Casinos operate in all major Georgian cities. The position of poker in the country was worsened by updates to the tax legislation. The high rate made poker unprofitable. Armenia. The country followed Russia's path with gambling zones. Armenia has four of them: Jermuk, Meghri, Sevan, Tsaghkadzor. Tsaghkadzor is the closest of them to Yerevan, which is why it is the most popular. The gambling zone regularly hosts stops of the Russian Poker Tour and the Eurasian Poker Tour. In March 2026, an RPT series with a prize pool of $600,000 was planned. Tournaments are usually hosted by the Royale Signature Casino.
